U.S. Space Force (USSF) Space Systems Command (SSC), in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office, is seeking information from interested vendors who can provide management and operational concept requirements for a secured facility supporting Systems Integration Laboratory (SIL) and services within the Colorado Springs, Colorado area for the NCMC-ITW/AA development environment.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is solely for information and planning purposes to identify potential sources for the management and operational requirements for a Sensitive Compartmented Information Facility (SCIF), and potential Special Access Program Facility (SAPF), support for the System Integration Lab (SIL) supporting the NCMC-ITW/AA Development Environment. This requirement includes but is not limited to; the provision of reliable and secure communications, internet, and support for 150 to 250 workstations providing the best value to SSC System Delta 85's (SYD 85) mission. Furthermore, the USSF is seeking proposals, nor will they accept unsolicited proposals. Interested vendors responding to this RFI are advised that the Government will not pay for any information or administrative costs incurred in response and all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude future participation in any future request for proposal (RFP), if any is to be issued.

Background
The U.S. Space Force (USSF) Space Systems Command (SSC) is seeking information from vendors to support the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office.

The goal is to identify potential sources for management and operational requirements for a Sensitive Compartmented Information Facility (SCIF) and potential Special Access Program Facility (SAPF) in support of a Systems Integration Lab (SIL) within the Colorado Springs, Colorado area.

This initiative aims to enhance defensive capabilities through improved technology integration, simulation, collaboration, and testing across various stakeholders.

Work Details
The contract includes the following tasks:
1. Establishing and operating SILs and SCIFs/SAPFs;
2. Providing reliable and secure communications, internet access, and support for 150 to 250 workstations;
3. Integrating diverse technologies to facilitate seamless integration of systems within the NCMC-ITW/AA development environment;
4. Creating realistic simulation environments for evaluating integrated solutions;
5. Enhancing cybersecurity posture by ensuring a secure environment for testing security controls;
6. Enabling collaboration among government, industry, and academic partners;
7. Supporting technology demonstrations, interoperability testing, performance evaluations, security assessments, training, and education on integrated solutions;
8. Maintaining secure access to the NCMC-ITW/AA development environment for authorized personnel;
9. Providing onsite management and oversight capabilities while extending test and development capabilities.

Period of Performance
Services must be operational beginning June 26, 2026.
