Senior Elections and Political Processes Advisor, GS-14 (offshore-USPSC)

Background
The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation. USAID encourages all individuals, including those from disadvantaged and under-represented groups, to respond to the solicitation. This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offer.

Work Details
The solicitation is for a Senior Elections and Political Processes Advisor, GS-14. The tasks include providing personal services under contract, such as conducting international election observation missions, working effectively with host country governments and other development partners, demonstrating masterful written communication skills, strong oral communication skills, excellent interpersonal skills, proven ability to develop strong working relationships across organizational boundaries and to work effectively in multi-cultural and team environments, ability to take initiative and plan, develop, lead, and evaluate complex activities independently or with a team, demonstrated critical and creative thinking skills.
Technical knowledge of elections and political processes is required along with knowledge of civil society and media, rule of law, human rights, local governance or related DRG areas.
The offerors are required to complete and submit specific forms including the offer form AID 309-2, cover letter, current resume or curriculum vitae (CV), professional references from the last five years, and a writing sample addressing each of the selection criteria.

Period of Performance
The base period will be two years with up to three one-year extensions pending approval, need, performance, and funding. The base period is estimated to start o/a October 01, 2023. The place of performance is USAID/Caucasus in Tbilisi, Georgia with anticipated travel throughout Georgia.
