The Government of Senegal ( GoS ) has been selected for the Millennium Challenge Corporation ( MCC ) Grant ( Compact ) and plans to allocate a portion of the proceeds of funding to the payment of contracts for goods, services and works.
The Compact includes an investment of about USD 550 million from MCC and an additional contribution of USD 50 million from the Government for a global amount of USD 600 million. It includes three major projects:
The Modernizing and Strengthening of Senelec Transmission Network Project aims to provide quality electricity from the low-cost sources available for Senelec to meet the growing demand on the interconnected network in Senegal;
The Increasing Access to Electricity in Rural and Peri urban Areas Project seeks to increase the quality electricity supply and demand in rural and peri urban areas in Senegal;
The Power Sector Enabling Environment and Capacity Development Project has as objective to create an environment favorable to improving the financial viability and good governance of the sector for a quality and quantity electricity supply.
This Specific Notice complements the General Procurement Notice which was issued on December 28, 2023 on the MCA-S n gal II website (www.mcasenegal.sn) and in the local media, "le Quotidien" and "le Soleil"; on January 3, 2024 on UN Development Business ( UNDB") and on January 8, 2024 on dgMarket,
MCA-S n gal II invites eligible entities (" Bidders ") to submit their Bids for the Establishment of an Integrated Management Information System of Regulatory Data (SIGIR) for the CRSE
Further information on these Goods and Related Services is given in the Information System Specification included in the bidding documents ("the Bidding Documents").
This bid solicitation is open to all eligible bidders who wish to bid. Subject to the restrictions set out in the bidding documents, eligible entities may associate with other bidders in order to optimize their ability to successfully execute the contract.
A Firm will be selected under the competitive bidding procedure described in the bidding documents in accordance with the "MCC Program Procurement Guidelines" available on the MCC website (www.mcc.gov/ppg).
The selection process, as described, includes the review and assessment of the bidder qualifications and past performances, as well as a check of its references, before the contract is awarded.
Note that a pre-bid conference will be held online on January 26, 2024, as indicated in the Bid Data Sheet ("Bid Data Sheet"), Section II of the bidding documents.

Bids must be submitted electronically as indicated in point IS 24.3 of the Instructions to Bidders no later than February 23, 2024 at 15h00mn (Dakar/Senegal time).
Note that only Bids transferred via the Dropbox link specified in the Data Sheet of the Bid Solicitation will be accepted. No other transmission medium is allowed.
All Bids shall be supported by a Bid Bond in the format and for the amount specified in the Data Sheet of the Bid Solicitation. Original bid guarantees shall be physically deposited at the offices of the Procurement Agency of MCA-Senegal II, Rue 3 x B, Point E, Immeuble Talix 2 me tage - Dakar (Senegal), within the time limits set forth in the Bid Data Sheet.
