Special Notice for Mobile Tactical Cannon (MTC) Industry Day

3. DESCRIPTION AND BACKGROUND:

The United States (US) Army remains committed to modernizing its field artillery formations through the acquisition of mature and available 155mm, self-propelled howitzer systems. Over the past 12 months, the US Army re-evaluated its objectives for modernization and adjusted those objectives to best support the Army Transformation Initiative (ATI). Comprehensive analysis has confirmed the importance of 155mm self-propelled artillery system-of systems to the Army. In the interest of supporting the Secretary of Army's vision of transformation; SPHS intends to release a Request for Prototype Proposal (RPP) in the Second Quarter of Fiscal Year 2026 for the US Army's self-propelled howitzer solution to replace the towed M777 howitzers initially within the Stryker Brigade Combat Teams, followed by the Mobile and Infantry Brigade Combat Teams. The Government intends to award one contract to a single vendor via a competitive technical evaluation.

In support of this objective, SPHS will host a virtual Industry Day on or around 21 January 2026 to describe the organizational vision and to field industry questions. In addition to fielding questions on the overall strategy, SPHS will address special topics to orient industry and obtain feedback on the following topics:

1. Intellectual Property

2. Onshoring to the Continental United States (CONUS)

3. Prototype delivery in support of Safety Release testing

Please submit written questions via email NLT 13 January 2026 to POCs listed below. Questions will be compiled and answered anonymously during the industry day.

4. RESPONSES:

Interested parties shall provide the information requested in the Responses Sought section below no later than 13 January 2026. Electronic responses are required in searchable Microsoft Word 2016 (or later), Microsoft Excel 2016 (or later), or Adobe Acrobat formats. The maximum size of each email message should be no more than ten (10) megabytes. You may use multiple e-mail messages. The subject line shall be SPHS Industry Day Responses and the vendor's name. Responses received after 16 January may not be considered. Do not submit responses via SAM. Please submit electronic responses to this notice, as well as questions, to adam.j.henry14.civ@army.mil, and craig.w.sauer.mil@army.mil. Interested vendors will be provided with additional details on the virtual industry day after responses received. It is not necessary to respond to this Special Notice to be eligible for future awards.

Background
The United States Army is focused on modernizing its field artillery formations through the acquisition of advanced 155mm self-propelled howitzer systems. Work Details
The contractor will be responsible for delivering six prototype Mobile Tactical Cannon (MTC) systems that are fully mission capable, with options for additional prototypes and associated training systems. Key tasks include:
1. Conducting U.S. Army testing and assessments, including Soldier Experimentation events.
2. Performing interoperability assessments within the U.S. fires network.
3. Executing ammunition compatibility assessments.
4. Identifying modifications needed for long-term operations.
5. Transitioning supply chain production to a facility in the U.S. (onshoring).
6. Supporting all U.S. Army characterization, testing, and providing logistics support.
7. Delivering operator and maintainer training to U.S. Army personnel.
8. Conducting safety assessments and providing technical data to meet U.S. Army requirements.

Period of Performance
Up to 48 months after contract award.
