This is a combined synopsis/solicitation for commercial services prepared in accordance with simplified acquisition procedures found in the Federal Acquisition Regulation (FAR) Revolutionary Far Overhaul (RFO) Subpart 12.2, effective 1 February 2026, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation whereby quotations are being requested. This solicitation is intended to result in the issuance of a singular firm fixed price award.

Solicitation Number N62789-26-Q-1002 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2026-01 with an effective date of 13 March 2026.

This is an unrestricted solicitation using NAICS Code: 541380, size standard: $19,000,000.

THIS SERVICE WILL OCCUR AT THE NAVAL SUBMARINE BASE NEW LONDON, GROTON, CT. A MOBILE SCBA BOTTLE SERVICE IS BEING REQUESTED TO CONDUCT HYDROSTATIC TESTING. BOTTLES WILL NOT BE SHIPPED TO A VENDOR FOR SERVICE. All potential offerors shall ensure ability to access the Naval Submarine Base prior to submitting a quote.

For Contractor personnel that do not have a CAC card (common access card) or a NCACS card (Navy Commercial Access Control System), the following is required to obtain DBIDS (Defense Biometric Identification System) credentials to gain access the base:

Ensure you provide the names of personnel requiring access to the SUBASE to the RSG POC. RSG will pass the information to the SUBASE Pass and ID office as your Government Sponsor.

Upon arrival at SUBASE, Present valid identification, Real ID Act-compliant state driver's license. If you don't have a Real ID compliant driver's license, you can use a passport. If you do not have a passport, you will be required to have an original birth certificate and your social security card (not just your number).

Present a completed copy of the SECNAV 5512/1 form to obtain your background check. A copy of SECNAV 5512/1 can be obtained by contacting the RSG POC. Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, finger prints, base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential. You may now proceed to enter the base. The Government assumes no liability for failed background checks and all cost incurred as a result of failed background checks is the responsibility of the Contractor.

CLIN 0001: Contractor shall conduct on-site hydrostatic testing, inspection, recertification and recharge of eighty-four (84) Scott 3M Self Contained Breathing Apparatus (SCBA) bottles (4500 PSI/45 minute/Composite). Contractor shall also remove protective covering on each SCBA bottle to support testing and reinstall the covering post-test. All testing shall be in accordance with the enclosed statement of work, references and plans. CONTRACTOR SHALL STATE THE COST FOR SERVICING EACH INDIVIDUAL SCBA BOTTLE AND THE TOTAL COST OF THE SERVICE. For example: $X.XX per bottle and $X.XX total service cost.

CLIN 0002: Travel to Naval Submarine Base New London for SCBA Bottle Servicing. Contractor shall be a Department of Transportation approved facility with a valid Pipeline and Hazardous Material Safety Administration (PHMSA) Requalification Number (RIN). CONTRACTOR SHALL SEPARATELY STATE TRAVEL COSTS TO NAVAL SUBMARINE BASE NEW LONDON. If travel costs are included in the service cost, please so state.

CLIN 0003: Other direct costs or consumable materials required in support of SCBA bottle testing/inspection service. Contractor shall clearly list all materials used in support of the service and the corresponding cost associated with them.

The Government intends to evaluate proposals and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government will notify offerors if a submission is missing any required elements. Offerors must provide the missing information within 24 hours of notification. Failure to respond within this 24-hour window will result in the submission being deemed technically unacceptable and ineligible for award.

EVALUATION FACTORS FOR AWARD:

Award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined the lowest priced technically acceptable.

To be deemed technically acceptable, quotes at minimum shall demonstrate:

  • Ability to perform the hydrostatic testing, inspection, recertification and recharge of 84 SCOTT 3M SCBA Bottles.
  • Conduct mobile testing at the Submarine Base New London, Groton, CT.
  • Have the ability to gain access to the Submarine Base New London, Groton, CT.

Offerors must satisfy the requirements described in the performance criteria, as well as other RFQ requirements. Offers that take exception to any performance criteria are unacceptable.

Quotations are due prior to 05:00PM EST, 17 July 2026. Late submissions will not be accepted.
