AMENDMENT 0001 / Dear Interested Offerors: Adding amendment 0001 - for details, please see the attached.

The Selective Service System (SSS) is hereby posting a solicitation for the Website Modernization Project.

This solicitation is issued as a commercial product and commercial service acquisition pursuant to FAR Part 12. The Government intends to award a single Firm-Fixed-Price contract using negotiated procurement procedures in accordance with FAR Part 15.

Offerors shall submit proposals in accordance with the instructions contained in the solicitation, including the addenda to FAR 52.212-1, Instructions to Offerors Commercial Products and Commercial Services. Proposals will be evaluated in accordance with the evaluation criteria set forth in the addenda to FAR 52.212-2, Evaluation Commercial Products and Commercial Services.

The Government intends to evaluate proposals and make award without discussions; however, the Government reserves the right to conduct discussions if determined to be in the Government's best interest. Offerors are encouraged to submit their best terms in their initial proposal.

This solicitation is the only request for proposals. Accordingly, a written solicitation is attached. This solicitation was developed following market research previously conducted under SAM.gov Notice ID RFI 90MC00_0002, and information obtained through market research that was considered in the development of this requirement.

Offerors are advised to review the solicitation in its entirety for proposal preparation instructions, evaluation factors, and submission requirements and for timelines for questions for Government responses and submittals.

Background
The Selective Service System (SSS) is a federal agency established under the Military Selective Service Act, responsible for registering men and maintaining a system to provide manpower in a fair manner.

This solicitation is for the Website Modernization Project, aimed at enhancing the public-facing digital platform to support statutory mission execution and implement automatic registration capabilities mandated by Section 535 of the National Defense Authorization Act (NDAA) for Fiscal Year 2026.

The modernization is necessary to transition from self-initiated registration to automatic registration by December 18, 2026.

Work Details
The contractor will be responsible for the following tasks:
1. Website Design and Development: Create an intuitive, user-friendly website that aligns with SSS branding and mission.
2. Cloud Infrastructure: Provide a FedRAMP-authorized cloud infrastructure supporting high availability architecture, including security controls and automated deployment pipelines.
3. Compliance Requirements: Ensure the website meets federal standards for security, accessibility, privacy, and digital service delivery.
4. User Acceptance Testing (UAT): Test all website features in a controlled environment to confirm functionality and readiness for launch.
5. Operations and Sustainment: Provide ongoing support including operational assistance, training, documentation, and communication to ensure effective service delivery.
6. Transition-Out Support: Upon contract expiration or termination, provide orderly transition support to a successor contractor.

Period of Performance
The contract will commence upon award and is expected to be completed no later than September 25, 2026.

Place of Performance
The work will be performed at the SSS National Headquarters located at 1501 Wilson Blvd, Arlington, VA 22209.

Bidder Requirements
Bidders must demonstrate a minimum of six years of hands-on experience in IT project management overseeing website development projects. Prior federal government experience is preferred. Key personnel must possess strong skills in strategic thinking, conflict management, time management, and effective communication.
