Project Description: All plant, labor, materials, and equipment for construction of relief wells, repairs to existing relief wells, and construction of earthen berms. Work for relief well construction and earthen embankment construction may include clearing and grubbing; debris disposal; excavation, hauling, and placement of sourced borrow material; stockpiling of material; rebuilding and slope flattening of landside levee embankments; construction of drainage ditches and swales; modifications to existing ditches and swales; grading for new relief wells; pilot hole drilling and testing; culvert construction/replacement; placement of geo-textile, bedding material, and riprap stone protection; gravel resurfacing; levee ramp construction; and establishment of turf and environmental protection. Additional work may include; and establishment of turf and environmental protection.
Location: The work shall be located at various locations within the Memphis District AOR. The exact location will be indicated on the contract drawings for each individual Task Order.
North American Industry Classification System: 237990 Small Business Size Standard: $36.5M.
Acquisition Strategy: This procurement will be advertised as a Total Small Business Set Aside. The government anticipate awarding up to five Small Businesses Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract. All Awards will be made to the Lowest Price Technically Acceptable offers.
Source Selection: The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Past Performance, Technical Plan and). Prospective offerors must submit a written proposal for Past Performance, Technical and Price for the prototypical project to be considered for award. The prototypical project will be used to evaluate the price proposal and portions of the technical proposal. It may be awarded if funds are available.

Contract Duration: Order Period 5 Years
Magnitude of Work: Between $10 Million and $40 million

Request for Proposal: Will be issued on or about 05 April 2019

Proposal Due Date: 07 May 2019

The resulting contract award will be a 5 Year, Firm-Fixed-Price, IDIQ MATCO. The Government reserves the right to award up three (5) contracts from this solicitation. The Solicitation Number will be W912EQ-19-R-0010. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award. To register, the SAM Internet address is: http://www.sam.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for bid preparation costs.
