Seeking vendors for Remote Tower Systems (RTS) for the National Airspace System (NAS)

Background
The Federal Aviation Administration (FAA) is seeking vendors capable of providing Remote Tower Systems (RTS) for deployment within the National Airspace System (NAS). The goal of this Request for Proposal (RFP) is to assess the vendor base's capabilities, understand the barriers and costs associated with achieving System Development and Acquisition (SDA), and comprehend system cost, production, and delivery capacity at scale.

The FAA plans to purchase up to 50 RTS units over a five-year period, contingent on the outcomes of this proposal request.

Work Details
Vendors are required to design, manufacture, deliver, install, and sustain RTS. Proposals will be evaluated based on technical criteria including system performance across defined Line of Sight distances, continuous 360° airfield view capability, minimum video performance requirements, capture-to-display latency, alignment with FAA human factors standards, high-quality visual presentation under varying environmental conditions, mitigation for visibility impacts, handling power disruptions with recovery capabilities, recording and export capabilities for operational data, and effective control by controllers.

Additionally, vendors must demonstrate a complete RT system architecture that meets technical requirements and the ability to produce required system artifacts aligned with FAA SDA. Vendors must also show their ability to support integration with airport infrastructure and produce up to 50 units in a five-year period.

Period of Performance
The contract will be performed over a five-year period.
