Interested vendors should anticipate a pre-bid site visit to be offered if/when a solicitation is released. For this announcement, the FAA is seeking statements of interest (only) from vendors who consider themselves capable and interested based on the information available within this announcement only.

If a solicitation is released, the FAA will clarify within the requirement documentation if any materials will be furnished by the Government, or may be anticipated for re-use on replaced towers. For the purpose of responding to this announcement and ROM considerations, interested vendors should assume that no materials will be provided, and contractor is responsible. Interested vendors are reminded that all documents attached to this announcement are in draft format for market research purposes and are not final. Interested vendors are also reminded to submit further questions about this requirement in their official responses.

This announcement is for market research purposes only. This is not a solicitation or request for proposals of any kind. A solicitation should be expected to be released to SAM.gov within 30 days after the close of this announcement.

The purpose of this announcement is to determine interest among industry for FAA consideration for Small Business set-aside concerns. Further set-aside to SBA 8(a) program participants, Service-Disabled Veteran Owned Smal Business (SDVOSB), or Woman-Owned Small Business (WOSB) concerns may be considered based on responses received. Further set-aside to local area vendors may also occur based on responses received. If interested in bidding on this project, please respond to this announcement to make your company's interest known to the FAA.

FAA'S INTENDED PROCUREMENT STRATEGY

Due to geographic separation of the two sites, multiple awards may be considered. The FAA intends to pursue one or two Firm Fixed Price (FFP) contracts based on Lowest Price Technically Acceptable (LPTA) award process evaluated for each location. An active registration in System for Award Management (SAM.gov) which possesses no exclusions, and no recent or relevant adverse past performance. This is the intended strategy at this time; however, this may change if results from this market survey and other market research reveals a different strategy is in the best interest of the FAA.

ALL DOCUMENTS IN THIS ANNOUNCEMENT ARE DRAFT FORMAT

Please note that all documents attached to this announcement are in DRAFT format and are subject to change. Interested vendors are encouraged to provide any questions, comments, or concerns related to the requirements contained in the draft documents to assist the FAA in identifying any gaps, deficiencies, or potential errors in this requirement prior to release for solicitation.

REQUESTED RESPONSES FROM INTERESTED AND CAPABLE VENDORS

The FAA requests interested vendors to include the following information along with their submission:

1. Statement of Interest - Company Capability Statement:

a. Company name

b. Company SAM Unique Entity Identifier (UEI) Code

d. Previous projects performed of recent and relevant scope and magnitude within the last 5 years.

e. Any questions or suggestions regarding the FAA's draft documents.

f. Estimated time to complete (days after award).

2. Project Specific Information: Site of Interest, Expected programmatic approach (in-house, teaming, subcontracting, etc.), and estimated schedule

a. Please clearly state which site(s) your company is interested in bidding on: T82 and/or PVW.

b. Percentage of work your company would self-perform and high-level list of tasks

c. Percentage of work your company would subcontract and high-level list of tasks

d. List of companies your company would team with and/or subcontract

e. Estimated Schedule (days after award) needed to complete the project(s)

3. Rough Order of Magnitude: A ballpark estimate for the FAA's budgetary planning purposes for the site(s) your company is interested in bidding on. Estimated cost ranges are welcome for this response. No award decision will be considered from this information.

Background
The FAA is seeking sources for tower demolition and construction located at Fredericksburg, Texas (T82) and Plainview, Texas (PVW). This announcement serves as market research to gauge interest among industry participants, particularly small businesses including those eligible for SBA 8(a), Service-Disabled Veteran Owned Small Businesses (SDVOSB), and Woman-Owned Small Businesses (WOSB).

The FAA intends to pursue one or two Firm Fixed Price contracts based on a Lowest Price Technically Acceptable award process evaluated for each location.

Work Details
The contractor must demolish all old towers, including foundations and guided cable anchors at the T82 RCAG site in Fredericksburg, Texas. Following demolition, the contractor will install a new 30-foot antenna tower along with its respective foundations and cabling from the towers to the building. Additionally, a lightning protection system for both the towers and the building must be installed according to FAA specifications.

The contractor is responsible for providing all necessary labor, materials, equipment, and transportation required to perform the work in strict accordance with provided drawings and specifications. Key tasks include:
1) Installation of roofing membrane on OMN VOR roof;
2) Compliance with various FAA standards and orders;
3) Staging work to minimize outage time;
4) Coordination of shutdowns with local FAA Air Traffic Management;
5) Submission of a safety and security plan prior to work commencement;
6) Daily coordination of work with onsite FAA representatives.

Period of Performance
The installation work must be completed within six months from the award date.
