Security System Services Ceiling Increase at Naval Air Station Patuxent River, MD

This is a combination RFI/Sources Sought/Notice of Intent (special notice pursuant to FAR 5.204(c)) to increase the ceiling of Contract N00421-13-D-0001 on behalf of the Naval Air Station, Patuxent River, MD. The requirement is for maintenance and installation of Intrusion Detection, Fire Alarm Communication, Card Access and CCTV systems that are essential to support the Department of Public Safety, Naval Air Station, Patuxent River, MD and Webster Field Annex, St. Inigoes, MD. This contract is providing maintenance and installation services for approximately 270 locations on the Naval Air Station, Patuxent River Complex and Webster Field Annex. Under the additional effort, the contractor shall provide the same services for additional locations due to unforeseen operational tempo, new physical security requirements, and a surge in program growth. The Government intends to negotiate on a sole source basis with Tyco Integrated Security LLC 3601 Eisenhower Ave, 3^rd Floor, Alexandria, VA 22304 under the authority of FAR 6.302-1. Tyco is the sole developer and manufacturer of the existing system. Tyco equipment and maintenance service capabilities meet the stringent requirements of the Defense Intelligence Agency Manual (DIAM) ICD/ICS 705. The computerized monitoring equipment utilized by the Department of Public Safety was developed by Tyco at their own expense, and they have retained the data rights as proprietary. The Government has no rights to the design of the equipment or components making up this system. Therefore, Tyco Integrated Security LLC is the only manufacturer that is capable of providing the required equipment and maintenance services.

The NAICS code for this procurement is 561621 Security Systems Services. This notice will be posted for 7 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
