Description

The U.S. General Services Administration (GSA) anticipates a future procurement to conduct a security study for the Ronald Reagan Building and International Trade Center (RRBITC). This study will consist of a current security posture report, a gap analysis of the security posture findings and the security requirements/security operational industry best practices, and a strategic plan of recommendations, including rough order of magnitude (ROM) of costs for the design and implementation of recommendations. A potential Statement of Objectives (SOO) will be issued, and interested contractors would use the SOO to develop a Performance Work Statement (PWS) that will adequately address the GSA's mission.

Work Details
The scope of the study shall focus on the public International Trade Center (ITC) areas as well inside and outside of the building excluding the federal tenant towers (CBP, USAID, EPA). Additionally, it envisions adhering to subpar 504-70 C-SCRM and developing a Supply Chain Risk Management Plan as it relates to physical security devices and systems. Interested contractors must meet specific criteria including having at least five years of experience conducting Federal Facility Security Assessments (FSA’s) following the Department of Homeland Security’s (DHS) Risk Management Process (RMP), at least five years of experience conducting security assessments for commercially owned space of at least 100,000 square feet, and key personnel directly responsible for working on the project should have a current Physical Security Professional (PSP) or Certified Protection Professional (CPP).
