Amendment 1-

1) Change the due date to 18 January 2024;
2) Make administrative changes in the Soliciation including: a) NAICS code correction in Section K 52.204-8 (3), b) add clause 252.242-7006,
c) correct "JPAS" to "DISS" in Section L.3.2(3)(7)(1), d) Update the start date in Section L.1.2 to 26 March 2024, e) and update the period of
performance dates in Section F.
3) revise the language in Section L.3.2(3) for Key Personnel Resume submittals.
4) Update the FTE table in Section L.3.3.2.1 to reflect notation made at bottom of talbe for DNA Physical Security Coordinator to reflect
correct hrs for 7 total = 1 Full FTE and 6 Part FTE.

The Naval Surface Warfare Center Dahlgren Division intends to issue a solicitation for an 8(a) Direct ANC sole source, Cost-Plus-Fixed-Fee (CPFF), award to ASRC Federal Agile Decision Sciences, LLC, 350 Voyager Way Suite 100B, Huntsville, AL 35806-3200. The requirement is for support of security administration, access control and escorting support services to provide the military with testing and certification by utilizing its Potomac River Test Range in Dahlgren, VA and provides Fleet support at Dam Neck Activity (DNA) on Naval Air Station (NAS) Oceana Dam Neck Annex, which is located in Virginia Beach, VA. This period of performance is anticipated to be for a total of 66 months, consisting of a twelve (12) month Base Period and continuing support provided under four (4) twelve (12) month Option Periods, and one (1) six (6) month Option. This is a notification of the solicitation only and does NOT constitute a competitive Request for Proposal (RFP), and is not a commitment by the U.S. Navy to procure the subject services. A determination by the Government not to compete the proposed requirement is based upon responses to the Sources Sought (reference N00178-23-R-4200) posted and is solely within the discretion of the Government. Background
The Naval Surface Warfare Center Dahlgren Division provides comprehensive and dedicated support to the Navy for research, development, test and evaluation, analysis, systems engineering, integration and certification of complex naval warfare systems and fleet support. The requirement is for support of security administration, access control and escorting support services to provide the military with testing and certification by utilizing its Potomac River Test Range in Dahlgren, VA and provides Fleet support at Dam Neck Activity (DNA) on Naval Air Station (NAS) Oceana Dam Neck Annex which is located in Virginia Beach, VA.

Work Details
The Contractor shall provide a dedicated team of personnel for security administration, classified control center support, and access/visitor control. The Contractor shall provide non-personal services of day-to-day operations of NSWCDD (Code 105) for the tasks described in section C.4 listed to include: building and documentation support, personnel security, information security, physical security, anti-terrorism/force protection (AT/FP), emergency management, operations security (OPSEC), electronic keying, classified control, international security, special security, general security, courier operations, classified disposal, mail processing, lock and key control, administrative security, escorting requirements and data management. The primary work locations are at the NSWCDD which includes the primary location of Dahlgren, VA and DNA in Virginia Beach, VA.

Period of Performance
The period of performance is anticipated to be for a total of 66 months consisting of a twelve (12) month Base Period and continuing support provided under four (4) twelve (12) month Option Periods and one (1) six (6) month Option.

Place of Performance
The contract will be performed at the Potomac River Test Range in Dahlgren, VA and at Dam Neck Activity (DNA) on Naval Air Station (NAS) Oceana Dam Neck Annex located in Virginia Beach, VA.
