Background
The Regional Contracting Office Marine Corps Installations West (MCIWEST), Marine Corps Base Camp Pendleton, CA, requires SecureLogix Maintenance services to support the MCIWEST G6 ICT Enterprise Telephony Management (ETM) system. This procurement will award a firm-fixed-price contract for SecureLogix ETM software and services in support of Marine Corps communications integrity.

Work Details
The contractor shall provide SecureLogix ETM (Enterprise Telephony Management) software maintenance, upgrades, and technical support for the existing GOGO system.

Services include: addressing operational problems (software issues, provisioning, technical faults); support availability during 0700–1530 PST, Monday–Friday (excluding federal holidays); a toll-free support number with internet-based secondary access; and 24/7 internet access to the SecureLogix Knowledge Base (release notes, technical bulletins).

Support covers 50 ETM Customer Care Bundles (one bundle per span, T-1, SIP license, or 1000 Series appliance) comprising software maintenance, upgrades, and technical support. Biannual Harassing Callers List updates shall be applied on-site. Extended warranties are required for two ETM-1000 and three ETM-3200 appliances with vendor-paid return-and-repair process.

The contractor must preserve existing T1 trunk links, internal security policies, report formats, and hardware configuration, which includes two Dell PowerEdge R300 servers, two ETM-1000 appliances, three ETM-3200 appliances, and ETM V6.3. The contractor must deliver supplies and services (ETM-CARE-BUNDLE, ETM-3200-EW, ETM-1000-EW, ETM-8540-SET-EW, SVC-MGD-LISTSUB-R01, SVC-IMPLEMENTATION-R01) in specified quantities across the base period and four one-year option periods.

Period of Performance
Base period from August 5, 2022 to August 4, 2023, with four one-year option periods: August 5, 2023 to August 4, 2024; August 5, 2024 to August 4, 2025; August 5, 2025 to August 4, 2026; and August 5, 2026 to August 4, 2027.

Place of Performance
Marine Corps Base Camp Pendleton, California (MCIWEST G-6 ICT Inside Plant, Bldg 1278, Camp Pendleton, CA 92055).

Bidder Requirements
Contractor personnel must comply with base access and security requirements, including installation rules, CAC and DBIDS credentials, and security checks.

Offerors must provide a detailed technical proposal demonstrating their ability to meet PWS Sections 3–6, including evidence of ownership or ability to acquire the required ETM hardware and software.

Offerors must submit no more than three relevant past performance references for similar maintenance service support within the past five years and complete associated past performance questionnaires.
