SOURCES SOUGHT NOTICE FOR SECURED JANITORIAL SERVICES AT MARINE CORPS BASE (MCB) QUANTICO, VA. Naval Facilities Engineering Systems Command (NAVFAC) Washington/Facilities, Engineering, and Acquisition Division (FEAD) Quantico is seeking Small Business Administration's eligible certified 8(a) participants capable of performing secured janitorial services for Marine Corps Base Quantico, (MCBQ).

THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET RESEARCH TOOL USED TO DETERMINE THE AVAILABILITY AND ADEQUACY OF POTENTIAL CERTIFIED 8(A) SOURCES PRIOR TO DETERMINING THE METHOD OF ACQUISITION AND ISSUANCE OF AN AWARD. THIS SURVEY IS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS.

Respondents will not be notified of the evaluation. Any information submitted by respondents to this notice is strictly voluntary.

No telephone calls or emails will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.

The appropriate NAICS Code is 561720, Janitorial Services, and the corresponding size Standard is $19.5 million. This announcement is for information and planning purposes only and is not to be construed as a commitment by FEAD Quantico, implied or otherwise, to issue a solicitation or ultimately award a contract.

The intent of this notice is to identify potential Offerors for market research purposes. This is a SOURCES SOUGHT NOTICE to identify eligible certified 8(a) participants with the primary NAICS 561720, capacity, experience, and interest in the secured janitorial services for three secured buildings within the area of responsibility of Marine Corps Base Quantico, (MCBQ) VA. The secured janitorial recurring work is summarily described as: Provide all labor, supervision, management, coordination, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide janitorial services in various secured buildings at MCB Quantico. This requirement includes non-recurring work (also known as Indefinite Delivery / Indefinite Quantity (IDIQ)) wherein task orders for pre-priced contract line items or negotiated labor and materials for services in excess of recurring services are issued. Interested sources shall demonstrate the experience and capability in the services described above, demonstrate the ability to transition to 100% operational capacity within 60 days or less, and the capability to provide secure janitorial staff.

All work under the contract is performed in secure areas and all Contractor personnel requiring access to a secure area shall possess an active final Top Secret Facility Clearance (access to COMSEC and NATO) without any Special Limitations that restrict access. Interim clearances are not accepted for TS/SCI contract efforts. The Contractor shall be responsible for ensuring all contract personnel are U.S. citizens and possess an in-scope (per current DoD 6-year reinvestigation requirement), favorable, Single Scope Background Investigation (SSBI) / T5 investigation (to include SBPR, PPR or T5R), or currently enrolled in the DoD Continuous Evaluation (CE) / Continuous Vetting (CV) program, adjudicated for Sensitive Compartmented Information (SCI) eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of award and prior to performance under this contract. The Contractor shall ensure it and any subcontractors have completed all DD Form 254 requirements prior to commencing any work under this contract. The request shall be renewed annually or for the duration of the contract if less than one year.

If awarded, the contract will consist of a base period and four (4) one-year option periods. If, at the end of the contract term, the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period of up to six months under Federal Acquisition Regulation (FAR) Clause 52.217-8, Option to Extend Services. In accordance with FAR Part 15, this project will be procured utilizing contracting by negotiations. All certified, eligible 8(a) participants capable of performing this work are encouraged to respond.

Interested Bidders Packets:

It is requested that all responsible, interested certified 8(a) participants submit a capabilities statement package (no more than 3 pages in length, singled-spaced, 12-point Times New Roman font minimum) demonstrating ability to perform the requested services. This documentation shall address, at a minimum, the following:

(1) Company profile to include number of employees, office location(s), DUNS number, Cage Code, VETS 4212 Proof of Submission and a statement regarding small business designation and status and any certifications to the designation.

(2) Relevant Experience of three (3) recent and completed projects, to include experience in project of similar size and/or scope of subject project. Details should include whether the concern was a prime or subcontractor, contract value, square footage and a brief description of the scope performed, contracting agency, contract number, title, place of performance, years of performance, value of contract per year, and any security requirements.

In addition to the documentation requested above, the interested parties shall provide a completely filled out Attachment A - Sources Sought Questionnaire. The Government reserves the right to request additional information as needed from any and all respondents. The Statement of Capabilities package must be complete and sufficiently detailed to allow the NAVFAC team to determine the firm's capabilities to perform the defined work. Information submitted will only be considered for this sources sought.
