Secure Facility Operations, Maintenance, and Security (SFOMS)   3

Background
The Naval Research Laboratory Code 1200 is seeking contractor services for the operation, maintenance, and security of secure facilities located at the Naval Research Laboratory Washington, DC site, and security support services at all NRL CONUS locations as needed. The contract requires compliance with all security requirements set forth in the DD Form 254. An inability to meet security requirements at the time of proposal will result in an offer being deemed nonresponsive and eliminated from the competition.

Work Details
The work to be performed includes furnishing all labor required to accomplish DO/TOs issued pursuant to the requirements contained in the Performance Work Statement, Attachment - Secure Facilities, Operational Maintenance and Security Performance Work Statement. The contractor shall also furnish necessary Material ODCs and Travel ODCs required to accomplish the requirements in the attached Performance Work Statement.
Additionally, the contractor shall furnish all data as required by the Contract Data Requirement List (CDRLs) DD Form 1423 which is incorporated as Exhibit A. The work and services to be performed are subject to the requirements and standards contained in the Attachment - Performance Work Statement, Exhibit A, Contract Data Requirements List, and all other Attachments cited in Section J.

Period of Performance
The contract is an IDIQ Type Contract with a five-year ordering period for each CLIN with an effective date of April 1, 2024, and a period of performance until March 30, 2029.

Place of Performance
The principal place of performance of this contract shall be Naval Research Laboratory, 4555 Overlook Ave SW, Washington, D.C. 20375.
