Description

The secure burn bag incineration services required for the Office of Naval Intelligence (ONI). ONI requires the usage of an incineration facility to dispose of classified material up to and including TS//HCS-P/KLM-R/SI-GNK/TK for a base year plus (1) option year.

Background
The secure burn bag incineration services are required for the Office of Naval Intelligence (ONI). The contractor shall provide incineration services twice per month at an estimated weight of 3.5 tons per service. The incineration dates and times shall be conducted during normal working hours 7:00am – 3:00pm and shall be pre-scheduled with the contractor and ONI Property Management Team.

Work Details
The Contractor shall provide to the Office of Naval Intelligence incineration services according to DoD5200.1 Information and Security Program Manual, DoD5105.21; Sensitive Compartmented Information (SCI) Administrative Manual: Administration of Personnel Security, Industrial Security, and Special Activities and NSA/CSS Policy Manual 9-12; NSA/CSS Storage Device and Sanitation manual.

The incineration service process shall include:
- Scheduling and coordinating with the ONI N412 Property Management Team
- Staging and delivering all material for destruction to the vendor site via government couriers provided by ONI Property Management Team
- Burning all material to ash via incineration
- Visually witnessing and verifying the incineration process by government personnel
- Providing certification that meets outlined in the NSA/CSS Policy Manual 9-12; NSA/CSS Storage Device and Sanitation manual and accreditation for the material ONI is seeking to destroy
- Providing hard and digital documentation of all weight slips, environmental/insurance fees upon completion of each incineration event, equipment manuals, operating instructions
- Entering all invoices in Wide Area Workflow (WAWF) for payment

No government furnished equipment shall be required for this contract. The contractor normally shall not require access inside the NMIC. In the rare instance the contractor is required inside the NMIC, escorting will be provided by cleared N412 Property Management Team.
