The Government anticipates issuing a single, Firm-Fixed-Price Blanket Purchase Agreement (BPA) with occasional labor-hour BPA Call orders against a GSA Federal Supply Schedule resulting from this RFQ. A request for information has been previously posted under RFQ1604327. 1. ORDERING PERIOD The period of performance for this BPA is four (4) years, it includes a one (1) year base and three (3) option years. Base Year: 6/30/2023 to 6/29/2024 (dates are estimated and will be adjusted at time of award) Option Year 1: 6/30/2024 to 6/29/2025 Option Year 2: 6/30/2025 to 6/29/2026 Option Year 3: 6/30/2026 to 6/29/2027 2. CEILING PRICE Occasionally, resultant BPA Calls will also include USDA Agency Ceiling Price clause. The ceiling price for BPA calls that will require the use of labor-hour will be established at the individual call order level based on the lump sum price quoted for each BPA call. This ceiling price shall not be exceeded without the advanced noticed required by the terms and conditions of each call order and without advanced approval by the Contracting Officer. 3. APPLICABLE NAICS The applicable North American Industry Classification System (NAICS) code is 611430 Professional and Management Development Training. DESCRIPTION OF SERVICES The U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) requires ) Section 508 Testing and Remediation Services. This requirement provides assistance within the Farm Production and Conservation (FPAC) Business Center, the Employee Development Section (EDS) to coordinate and manage training for all FPAC agencies including NRCS. These courses are critical to NRCS and need to be corrected under this requirement per the requirements of statement of work. Work shall be completed in accordance with the attached Statement of Work. 5. LINE ITEMS The line items are as detailed in Attachment 2, Pricing Schedule. 6. DESCRIPTION OF AGREEMENT The vendor shall furnish the services described herein, if and when requested by the contracting officer (or the authorized representative of the contracting officer) between acceptance and period of performance of four (4) years, including a one (1) year base and three (3) option years. Upon the expiration date, the agreement is considered completed and new orders/calls shall not be placed. 7. EXTENT OF OBLIGATION The Government is obligated only to the extent of authorized order/calls actually made under this BPA and the vendor is not guaranteed any orders/calls under this BPA. 8. PURCHASE LIMITATION The dollar limitation for the BPA Master is $14,000,000.00 and the limitation for each individual order/call issued under this BPA is $1,700.000.00 per order unless Contractor and Contracting Officer mutually agree on a higher amount. 9. INDIVIDUALS AUTHORIZED TO PURCHASE UNDER THIS BPA All properly warranted Contracting Officers from FPAC Business Center shall be permitted to issue calls against this BPA. 10. DELIVERY TICKETS All deliveries under this agreement shall be accompanied by delivery tickets or sales slips that shall contain the following minimum information: (i) Name of supplier. (ii) This BPA number. (iii) Date of order/call. (iv) Order/call number. (v) Itemized list of supplies or services furnished. (vi) Quantity, unit price, and extension of each item, less applicable discounts. (vii) Date of delivery or shipment. 11. DATE(S) AND PLACE(S) OF DELIVERY AND ACCEPTANCE Acceptance will be made by the USDA NRCS Delaware state office Contracting Officer Representative (COR) upon final inspection of all deliverables. The specific period of performance, acceptance, and delivery location will be specified in each order. 12. INVOICES Invoices shall be submitted for each call order. The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed in the previous communications from USDA and Treasury. All invoices are to be submitted via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm.
