Background
The Secretary of War's Strategic Thinkers Program (STP) is established to develop strategic thinkers for Combatant Commander staffs, the Joint Staff, and Military Services’ Headquarters. The program was approved in December 2017 to create a 12-month Master's Degree program aimed at producing skilled strategic thinkers capable of addressing complex military and national security challenges.

Work Details
The contractor shall provide a master's degree granting program for mid-career military officers and government civilians. The scope of work includes:
- Delivering a 12-month Master's Degree program designed to accommodate up to 24 professional students.
- Ensuring that the proposed degree program, facilities, accreditation, faculty, and curriculum collectively support STP objectives.
- Evaluating electives for relevance to military strategy and alignment with regional specializations tied to Combatant Commands (EUCOM, AFRICOM, CENTCOM).
- Identifying Expected Learning Outcomes (ELOs) and Terminal Learning Objectives (TLOs) for each elective to demonstrate compliance with Senior Service College equivalency standards.
- Developing a Quality Control Program (QCP) to ensure services meet contract standards.
- Providing proof of institutional accreditation and experience in delivering graduate-level instruction in relevant fields.

Period of Performance
The contract will be performed over a period of 12 months with two option years available.

Place of Performance
The place of performance is within a 20-mile radius of the Pentagon in Washington DC, ensuring access via the Metro system with a commute not exceeding 30 minutes.
