SEC - Lien Processing and Support Services - MRAS

On behalf of the Securities and Exchange Commission (SEC), the General Services Administration (GSA) is conducting market research to identify capable contractors for providing professional lien filing and related administrative services. The primary goal of this contract is to support asset protection, enforcement recoveries, and priority perfection within the SEC's Office of Collections in the Division of Enforcement. This initiative is crucial for ensuring that liens are filed in a timely manner, adhering to the "first in time, first in right" priority rules that govern such legal actions.

The scope of work includes several key tasks related to lien processing. Contractors will be responsible for judgment lien and abstract filing, which involves receiving filing requests from SEC staff, identifying correct jurisdictions and filing requirements, advising on electronic filings, and completing filings within 24-48 hours. Additionally, they must handle payment of applicable fees and provide proof of filing. Lien release filing is another critical service required under this contract; it entails preparing and filing releases of judgment liens while confirming acceptance and recording with appropriate documentation.

Further responsibilities include lis pendens filing associated with Temporary Restraining Orders or Preliminary Injunctions. This task requires meeting tight deadlines for emergency filings while ensuring compliance with jurisdictional formatting and statutory requirements. The contractor will also provide comprehensive administrative support by maintaining accurate records of all transactions, submitting bi-weekly billing reports, expenditure summaries, and updating filing statuses. Immediate notification to the SEC regarding any rejected filings or jurisdictional issues is also part of their duties.

In addition to these outlined tasks, contractors may be called upon for ad-hoc lien processing services as needed. These could include preliminary lien search activities or coordinating with local agents when in-person submissions are necessary. The ability to execute rush or emergency processing swiftly is essential to support asset freeze efforts effectively during urgent situations.
