Seaway Engineered Landfill Cap Construction   5

Background
The U.S. Army Corps of Engineers (USACE), Buffalo, New York District is seeking environmental remediation and support services for the Seaway Engineered Landfill Cap Construction project. The project involves excavation, transport, and disposal of FUSRAP-contaminated soil, constructing the engineered landfill cap for areas A, B, and C as defined in the project drawings. The selected remedy for the landfill is capping of specified areas to minimize surface water infiltration, limit erosion of the cover over landfill contents, and limit release of liquids and gas.

Work Details
The major components of this project include mobilization and site prep work, monitoring, sampling, testing, and analysis of contaminants, preparing and installing landfill cap, layering of fill and topsoil, road repair, rip rap, drainage, and ditch improvements. Additionally, project oversight and supervision are required. The contractor must notify the USACE if a potential delay is foreseen and provide a proposed option to offset the delay prior to its occurrence. The contractor must also provide a justification of delay to the USACE within 10 days of a delay occurring.

Period of Performance
The due date has been extended multiple times: from July 18, 2023 to August 4, 2023; then to August 11, 2023; and finally to August 18, 2023 at 3:00 pm (ET).

Place of Performance
The work will be performed at the Seaway FUSRAP Site in Buffalo, New York.
