Background
The United States Transportation Command (USTRANSCOM) is seeking to establish a contract for Air Terminal and Ground Handling Services (ATGHS) at Seattle-Tacoma International Airport (SEA-TAC), Washington, in support of the Defense Transportation System (DTS) and Pacific Command (PACOM).

The contractor will facilitate on-time aircraft departures and maintain the capability to provide sustained Gateway Passenger services year-round. This initiative aims to minimize disruptions and ensure compliance with operational standards.

Work Details
The contractor shall provide Air Mobility Command (AMC) Gateway Passenger Services, which includes:
1. Facilitating on-time aircraft departures for one outbound/originating mission daily, with the capacity to handle reciprocating inbound/terminating missions, including workload associated with mission delays or aborts.
2. Ensuring no mission delays caused by contractor actions, with thresholds set for critical nonconformance and minor nonconformance.
3. Managing information and terminal resources effectively, ensuring maximum aircraft utilization.
4. Providing a complete range of passenger processing and baggage services while maintaining accurate reports and records.
5. Handling funds properly without any instances of improper funds handling each month.
6. Performing services during specified hours without critical nonconformance noted each month.
7. Reporting cyber incidents within specified timelines, with limits on late or unreported incidents per year.

Bidder Requirements
Bidders must provide qualified personnel including a Station Manager and Alternate Station Manager who are responsible for daily operations and must be proficient in English. Contractors must maintain qualifications throughout the contract duration and ensure compliance with safety regulations, including insurance requirements for liability coverage.

The contractor shall provide Air Mobility Command (AMC) Gateway Passenger Services in support of the Defense Transportation System (DTS) and USPACOM, at Seattle Tacoma International Airport (SEA-TAC), Washington. The contractor shall facilitate on-time aircraft departures and maintain the capability to provide sustained Gateway Passenger services for one outbound/originating mission a day, seven days a week, 365 days a year with the reciprocating inbound/terminating missions, and workload associated with any mission delays/aborts, which may create situations where there are two outbound/originating and/or two inbound/terminating missions in a given day.
