Seaport Task Order

Background
This solicitation is issued by the Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC EURAFCENT) for Seaport NXG MAC Holders. The goal of the contract is to provide engineering, planning, estimating, scheduling, operations, and functional administrative support services to enhance NAVFAC EURAFCENT's rebuilding efforts at Naval Support Activity (NSA) Bahrain and its areas of responsibilities.

Work Details
The contractor will independently provide services including: planning, estimating, scheduling, engineering, project management, and administrative services. Specific positions required include one Scheduler, one Cost Estimator, one Functional Administrative and Management Support Analyst, two Facility Planners, one Architect, one Structural Engineer, one BAH Rebuild Program Manager, and one Expeditionary Project Manager. Additional positions may include Civil Engineer, Mechanical Engineer, Electrical Engineer, Fire Protection Engineer, and Interior Designer.

Contractor employees will be managed by the Contractor's personnel without supervision from government officials. The contractor must submit a management plan within five working days post-award detailing how service providers will be managed. The contractor is responsible for ensuring accuracy and timeliness in all tasks and must provide all necessary materials and labor unless specified otherwise.

The geographic location(s) the contract will be performed (if provided)

Place of Performance
Primary work location will be at NSA Naples (Capodichino) with temporary travel required to NSA Bahrain.

Bidder Requirements
Bidders must confirm compliance with experience qualifications including certifications and licenses relevant to their roles. Specific qualifications include: for the Scheduler - a degree in Engineering or Construction Management with five years of experience or ten years of scheduling experience; for the Cost Estimator - certification as a Certified Cost Professional or equivalent with five years of estimating experience; for the Functional Administrative Analyst - an Associate's degree with five years of relevant experience; for Facility Planners - a degree in engineering or architecture with seven years of experience; for Architects - a Bachelor’s degree in an accredited program with five years of design experience; for Structural Engineers - registration as a Professional Engineer with five years of design experience; for BAH Rebuild Program Managers - five years of technical knowledge as an Engineer or Architect on DoD projects.
