SeaPort-NxG Combat Systems Services (CSS) Follow-on Advance Notice

Background
The Surface Combat Systems Center (SCSC) located in Wallops Island, VA, requires support for management, engineering, operation, and technical expertise related to the activation, operations, maintenance, and engineering of equipment and systems in support of the Naval Sea Systems Command (NAVSEA) and Program Executive Office, Integrated Warfare Systems (PEO IWS).

The SCSC is responsible for providing live and simulated integrated warfare capabilities in a net-centric maritime environment to develop, test, evaluate, and conduct fleet operations and training for the warfighter. The facilities include the SCSC Command Headquarters area, the Captain Eric L. Washam USN AEGIS Engineering and Training Complex, the Ship Self Defense System (SSDS) Facility, the SCSC Sensor Test Site, and the Wallops Island Engineering Test Center (WIETC). This requirement will be solicited among SeaPort-NxG MAC holders only.

Work Details
The contractor shall provide comprehensive support including:
1. Project Coordination: Technical, engineering, cost analysis support; participation in planning design efforts; quality assurance; configuration management; data management; systems analysis; test support; scheduling; operations; performance assessments; maintenance.

2. Mission Scheduling: Planning and coordinating mission operations; preparing documentation such as test plans and operational security plans; managing data using government-provided tools.

3. Mission and Project Operations: Setting up combat systems for events; providing technical support during events with a designated Test Director; performing systematic take down at event completion.

4. Test and Evaluation: Conducting test execution, data reduction/analysis for weapons systems testing; supporting multi-site distributed test events.

5. Combat System Readiness: Providing preventive/corrective maintenance for complex systems including combat systems and tactical communications equipment; ensuring high system availability through effective maintenance scheduling.

Period of Performance
The contract will have a base period of twelve (12) months with four (4) option years of twelve (12) months each for a total of sixty (60) months if all options are exercised.

Place of Performance
The contract will be performed at the Surface Combat Systems Center located in Wallops Island, VA.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on contract N0017819D8756-N0017822F3008 awarded to T-Solutions (approximately $50.25M, 04/01/22–03/31/27), which provided SCSC Wallops Island support for management, engineering, operations, and technical expertise for activation, operations, maintenance, and engineering of equipment/systems/programs in support of NAVSEA and PEO IWS missions. The scope described in the current notice—combat systems services covering project coordination, mission scheduling/operations, test and evaluation support, and combat system readiness including preventive/corrective maintenance—tracks closely with the prior SCSC support functions. A closely related prior award by Valkyrie Enterprises (N0017819D8778-N0017820F3005) also involved combat systems readiness and technical support for unit-level combat systems such as SSDS and AEGIS, suggesting continuity in the type of combat systems engineering and operational support work performed at SCSC.
