Sea-Based X-Band Radar (SBX-1) Security Services   3

Background
The solicitation is for security services onboard the Sea-Based X-Band Radar platform (SBX-1). The contractor is required to provide personnel and material for securing SBX-1 in accordance with Sponsor Security Requirements and other terms of the Performance Work Statement (PWS). The security services require continuous armed force protection of the SBX-1 at all times, both at sea and in port. The contractor is also responsible for maintaining onboard physical security 24/7, 365 days a year, and be able to sustain 63-day rotations in two scenarios.

Work Details
The tasks include maintaining onboard physical security, continuous armed force protection, maintaining communications with escort and security patrol craft, demonstrating capabilities to review agencies, maintaining a list of crew shortages, establishing a Security team retention plan, acting as the Anti-Terrorism Officer onboard SBX-1, providing training and quality assurance program, submitting various reports and deliverables, providing berthing accommodations, on-board storage, travel arrangements, food provision, and submitting daily logs and briefings.

Period of Performance
The contract's period of performance involves operational control of the ships covered under this contract being exercised by a designated operational commander. The vessel could also be activated as a contingency asset in case of emergency with Secretary of Defense approval. The operations are anticipated to be conducted in the Pacific Ocean. The contract includes a rotation schedule for Contract Security Force in an Underway scenario with full operational status planned for 365 days per year.

Place of Performance
The operations are anticipated to be conducted in the Pacific Ocean. SBX-1 is expected to be operating in the United States (to include U.S. territories and U.S. territorial waters), and on international waters.
