Sea-Based X-Band Radar (SBX-1) Security Services   3

Background
The Military Sealift Command (MSC) has a requirement for the security services on board the Sea-Based X-Band Radar (SBX-1). This effort will provide qualified security officers who will provide the proper levels of security and protection for the SBX-1 vessel in accordance with U.S. Strategic Command Instruction (SI) 538-2 and other applicable directives listed in the Performance Work Statement. The requirement includes a 365-day Base Period and four (4), one-year option periods to commence on 01 October 2022. The operating limits shall be the Pacific Ocean operating area. This contract requires the Contractor will be required to possess and maintain a SECRET facilities clearance and to employ personnel with SECRET security clearances.

Work Details
The contractor shall provide personnel and material for securing SBX-1 (IAW) Sponsor Security Requirements (as delineated in MDA Memorandum of 26 July 2012 entitled “SBX-l Security Requirements”), SI 538-2 (Sea-Based Missile Defense Systems (SBX/AEGIS/OSV)) and other terms of this PWS. Security requires continuous armed force protection of the SBX-1 at all times; when the SBX-1 is at sea and when the vessel is in port. The contractor shall be responsible for maintaining onboard physical security 24 hours 7 days a week 365 days a year and be able to sustain 63-day rotations in two scenarios, 1) when the vessel is at sea in International Waters, and 2) while the vessel is in U.S. Territorial Seas and internal waters (including U.S. Navy and commercial facilities). Contractor Security Officers shall perform their duties onboard SBX-1 and not outside the lifelines of this vessel, notwithstanding any other requirements of SI 538-2 (and successor directives). It is understood, however, that contractor Security Officers onboard SBX-1 may have to use force against attackers who are located outside the lifelines of the ship.
