SDA BMC3 for Future PWSA RFI

Background
The Space Development Agency (SDA) is seeking industry feedback on approaches to developing a Battle Management Command, Control, and Communications (BMC3) Adaptable, Autonomous Module for Space capabilities to support space-based Battle Management specialized, high-performance computing capabilities for the Proliferated Warfighter Space Architecture (PWSA) missions and communications processing to inform future solicitations. SDA is recognized as the Department of Defense's constructive disruptor for space acquisition and aims to deliver needed space-based capabilities to the joint warfighter to support terrestrial missions through development, fielding, and operation of the PWSA. The agency values speed and lowers costs by harnessing commercial development to achieve a proliferated architecture with enhanced resilience. The goal is to make data available to the warfighter 'at or ahead of the speed of the threat.' SDA's mission begins and ends with the warfighter, and it remains mission-focused towards delivering the next-generation of BMC3 Module capabilities for the PWSA missions.

Work Details
The operational utility of the PWSA relies on a distributed BMC3 hardware and software framework with mission-specific processing, algorithms, and applications across various layers throughout the PWSA. The BMC3 compute capabilities will be distributed between BMC3 modules onboard the Space Vehicles (SVs), within the Operations Centers (OCs), and Test and Checkout Center (TCC), operated by the BMC3 contractor. The RFI seeks industry feedback on design considerations that cross or define the interface between the BMC3 module and the spacecraft.
It focuses on two specific challenge areas: BMC3 Acquisition Challenges and BMC3 Technical Challenges. The RFI includes detailed questions related to fostering a cost-effective and collaborative development environment, recommendations for establishing rapid and cost-effective development environment for future processing capability at the space edge, proposals for creating modules compliant with modular open system objectives, experience with contracting rapid hardware development, approach towards creation and evolution of a BMC3 Module, support for modular open systems architecture implementation of BMC3 module capability, electrical standards recommendation for interface between BMC3 Application Processor and spacecraft, feedback or recommendations on evolution of BAP system requirements and interface design.
