Description

On an as-needed basis, the Contractor shall survey, assess, analyze, recommend
treatment, transport, perform conservation services, clean, perform emergency
stabilization/repair, and develop generic cyclic maintenance plans for sculpture in the GSA/NCR
Fine Arts Collection as well as architectural finishes and elements of GSA buildings. The
Contractor shall provide all management, supervision, manpower, equipment and supplies
necessary to perform the work specified herein. The Chief Conservator will be responsible for
providing the necessary professional services to ensure that the proposed conservation and
treatment will have no adverse affects upon the aesthetic, historic and physical integrity of the
artwork and architectural finishes. Conservation treatments shall be reversible and cannot
endanger the physical welfare or historic value of the artwork or architectural finishes.
The known character of the artwork should not be modified. Decayed or damaged parts of an
artwork will be conserved, not replaced. The treatment prescribed shall be the safest and least
aggressive method so as not to compromise the original integrity of the artworks, following the
principles of the American Institute for the Conservation of Historic and Artistic Works (AIC)
Code of Ethics and Guidelines for Practice and directions in the GSA Fine Arts Desk Guide.
Recommended treatments for architectural elements and finishes shall also conform with the
Secretary of the Interior Standards for the Treatment of Historic Properties.
