SOURCES SOUGHT ANNOUNCEMENT

The National Park Service has a construction requirement for the following project:

The NPS is planning to issue the solicitation for this project as a competitive procurement. It is estimated that the future solicitation will be issued in March of 2019. The anticipated construction contract performance period is October 2019 through May 2020.

This is not a request for proposal or an invitation to bid. There is no bid package, solicitation, specifications, or drawings available with this announcement. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this Sources Sought Announcement, or any follow-up information requests.

If you choose to submit a package, clearly identify the park and project on your package (CHIS-174534 PIER), your socioeconomic status (if any) (8(a), HUBZone, Service Disabled Veteran Owned, WOSB, EDWOSB, Small), and your DUNS number. All firms must be certified in SAM at the time of your submission. Analysis of the quantity and quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement.

Scope of Work

Santa Cruz Island, Scorpion Anchorage

This project is approximately 20 nautical miles from the coast of California, will consist of constructing a 300ft long Pier composed of 52 steel piles, 18 inch diameter (Pier bents and piles used for berthing and support of the access systems) installed by drilling casing through layers of sand/sediment and cobble. Piled "bents" will be 20ft on center with lengths reaching 70'. Additionally, 19 fiberglass fender piles will be installed around the Pier (12 inches in diameter). Pier is 18ft wide and broadens to 30ft by 60ft at the end. Pier support piles will be installed with grouted UHMW sleeves to prevent corrosion and potential erosion caused by breaking wave action. Berthing piles shall have laminated pile wrap fender, mechanically attached.

Associated pier appurtenances are included, such as stainless steel grating passenger and light freight loading platforms, gangway system, self-powered diesel engine driven crane including personnel transfer device and pier lighting and electrical systems.

Access to the Pier will be provided by an ADA-compliant gangway supported by a platform that can be raised and lowered by a diesel powered winch. Winch will have the capability of being operated from the Pier or from an approaching vessel. A deck framing system is composed of glulam beams utilized to support a timber deck. Timber deck is composed of 4 x 12 DF decking on 4x sleepers bolted to the steel frame.

The project includes an access roadway approximately 140 feet by 20ft wide consisting of earthen fill, quarry run and gravel materials that interfaces from existing grade to the head of the new Pier. To contain the fill needed for the inclined roadway, the access road will be additionally protected by a rock revetment and a short length of headwall bedded into the rock subgrade.

The Pier would be constructed starting from the landside and working out into the anchorage. A contractor-supplied crane would advance along the length of the Pier, constructing the pier progressively. It is anticipated that all materials and equipment would be transported by the contractor to the site on barges. Personnel, vessels and materials arriving on-site will be bio-security inspected to reduce transport of invasive species to the island.

During construction, crews would remain on site during the work week to minimize travel costs and maximize their available time on the island. Crews would likely stay in temporary contractor housing facilities (rented trailers) located in a nearby campground/staging area.

The Pier construction site is in a marine sanctuary surrounded by extremely sensitive archeological grounds and the contractor will be required to work within strict site limits. Excavations will be limited to the cored sockets for the Pier piles and the wall fronting the approach road interface with the Pier. No other excavations will be allowed.

The entire project will be constructed under a single prime contract.

Independently, and not as an agent of the government, the contractor shall provide all services including labor, materials, facilities, and travel (except as otherwise specified in the construction contract) necessary to construct on-site, fabricate, transport to the site, and install all elements for the Scorpion Pier, Scorpion Anchorage, Santa Cruz Island, Channel Islands National Park, CA.

Capability Information:

1. Experience:

Interested offerors shall submit up to five (5) examples of similar projects that include all individual project components described in scope and costs that occurred within the last five years. Projects cited should demonstrate that the Contractor has the technical capability, skills, and experience to construct a large pier and associated berthing facilities in a coastal environment. Contractor shall have acted as the prime contractor. In particular, focus on the following criteria:

Criterion A - Describe your experience constructing large (300' or longer) wharves or piers capable of resisting breaking waves under extreme upset conditions with minimal structural damage. Provide sample projects with a contract value of more than $10,000,000 that demonstrate completing the project on time and on budget, taking into account problems encountered on the identified contracts and the offeror's corrective actions.

Criterion B - Describe your experience installing piles into hard volcanic substrate. Provide sample projects describing your experience installing structural support piles for marine structures.

Criterion C - Describe your experience constructing gangways, gangway platforms, and electro-mechanical gangway lifting apparatuses that includes experience with hinged platforms, and components for resisting exposure to extreme elements.

Criterion D - Describe your experience working in remote settings, and in offshore/open ocean environments within sensitive archaeologic locations and/or marine sanctuaries.

Criterion E - Provide sample projects that demonstrates that you have successfully worked in an environmentally-sensitive location (e.g., park, forest, wildlife refuge, riparian area, etc.) within the past 5 years.

2. Financial Capability:

Interested offerors shall have acted as the prime contractor on projects with an estimated range of more than $10,000,000 providing examples and a determination that your company possesses sufficient resources to successfully complete this project. Offerors shall also provide assurance that they can obtain sufficient bonding for the project.

3. Facility:

The contractor shall demonstrate access to, either in-house or via rental, appropriate equipment for heavy marine construction in offshore and near-shore environments.
