The Naval Surface Warfare Center Philadelphia intends to procure Scientist and Engineer Development Program (SEDP) Training using full and open competition. The contract will be Firm Fixed Price. Background
The Naval Surface Warfare Center Philadelphia (NSWCPD) intends to procure training for its Scientist and Engineer Development Program (SEDP) through full and open competition. The goal of this contract is to provide structured training that supports the professional development of entry-level scientists and engineers within the agency, ensuring they meet the performance standards required for their positions.

Work Details
The contractor will provide mandatory training courses as part of the SEDP, which includes:

1. Creative Problem Solving and Decision Making - equipping students with decision-making tools for complex problems.
2. Effective Briefing Techniques - teaching students how to effectively deliver presentations.
3. Financial Planning for Projects - instructing students on managing project budgets and schedules.
4. Introduction to Team Performance - helping students understand team dynamics and conflict resolution.
5. Practical Technical Writing for Engineers - focusing on writing technical reports.
6. Project Management Foundations - covering basic project management concepts.

Each course will be conducted via Microsoft Teams, accommodating up to 30 participants per session, with five sessions planned for each course throughout FY25 (January 1, 2025 – September 30, 2025). The instructor must have a minimum of ten years' experience in leadership development training.

Period of Performance
The training will be conducted from January 1, 2025, to September 30, 2025.

Place of Performance
The training will take place online via Microsoft Teams.
