The Government will allow questions until 3:00 pm EDT on 05 October 2021. and will respond by 08 October 2021 but does not intend to extend the deadline for proposal submissions.

U.S. Army ACC-APG, Edgewood Contracting Division, on behalf of US Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) has a requirement for The Scientific, Technical, Engineering and Program Support Services (STEPSS) contract, a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle that
will service the needs of DEVCOM CBC and other CBRNE defense agencies with complementary missions, by providing acquisition life-cycle research, development, and test and evaluation services.

A.2 The STEPSS activities to be performed under this contract are technical support services for: research, development, test and evaluation; engineering; acquisition (product development, fielding and administration); and chemical and biological demilitarization operations. DEVCOM CBC activities span the life cycle from chemical and biological defense research to product
development.

A.3 The Government anticipates this solicitation will result in the award of multiple STEPSS IDIQ contracts. Individual STEPSS task/delivery orders will be competed among and awarded to STEPSS IDIQ contract holders. The Government will award IDIQ contracts to all qualifying Offerors. The Government intends to use Best Value-Trade Offs for the majority of STEPSS task/delivery orders but reserves the right to use Lowest Price, Technically Acceptable (LPTA) should circumstances prove advantageous to the Government. The Government anticipates the majority of task/delivery orders will be issued under Cost-type contracting approaches. It is also anticipated that Fixed Price type contracting approaches will be required. All task/delivery order
efforts accommodating the nature of the STEPSS activities will be tailored with Statement of Objectives (SOOs), Statements of Work (SOWs), or Performance Work Statements (PWSs). STEPSS IDIQ contract holders may subcontract with other vendors, to include STEPSS IDIQ contract holders and outside vendors, in order to compete for STEPSS task/delivery orders.

A.4 The maximum total contract value (ceiling) of all STEPSS task/delivery orders to be issued under the STEPSS IDIQ contracts is $869,061,571. The ordering period is one (1) five year base period and one (1) five year option period. Performance of any order must be completed within within 36 months of the expiration of the base ordering period, or 12 months of the expiration of
the option ordering period.

A.5 IDIQ contract awards resulting from this solicitation are subject to availability of funds. However, if an IDIQ contract resulting from this solicitation is awarded, either a funded task/delivery order will be issued simultaneously, or the guaranteed minimum for the base ordering period will be obligated.

Background
