Background
The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Edgewood Division, E4215 Brigade Street, APG MD 21010 is issuing this Special Notice - Draft RFP as a means of addressing questions from potential offerors having an interest in and the resources to support the need for integrated science, technology, and engineering solutions to address chemical and biological vulnerabilities. The intention is to procure these services on a competitive basis. THIS IS ONLY A DRAFT RFP.

Work Details
This is a non-personal services contract to provide research, development and lifecycle engineering support of defensive systems to the U.S Army, Combat Capabilities Development Command, Chemical Biological Center (DEVCOM CBC), a subordinate activity of the U.S. Army Futures Command (AFC). The contractor shall not perform any inherently governmental functions in association with this PWS. The outcomes shall be performance-based, to the maximum extent practicable, and will be measured by the Performance Requirements Summary (PRS) and Quality Assurance Surveillance Plan (QASP). The base contract PRS outlines the tasks, performance standards, acceptable quality levels (AQLs), and surveillance methods the Government will utilize to ensure the contractor is meeting the performance objectives. Specific performance standards and AQLs may be added at the TO level.

Period of Performance
The maximum total contract value (ceiling) of all STEPSS task/delivery orders to be issued under the STEPSS IDIQ contracts is $869 Million. The ordering period is one (1) ten (10) year ordering period. Performance of any order must be completed within 12 months of the expiration of the ordering period.
