Scientific Technical Administrative and Logistical Support Services Request for Proposal

Background
The United States Army Medical Research Acquisition Activity (USAMRAA) is issuing this solicitation on behalf of the Armed Forces Medical Examiner System (AFMES).

The AFMES is a Tri-Service organization that provides comprehensive and innovative medico-legal services worldwide, supporting the Department of Defense (DoD) in human remains identification, forensic toxicology, and death investigations. The goal of this contract is to procure Scientific Technical Administrative and Logistical Support Services (STALSS) to enhance the operational capabilities of AFMES.

Work Details
The contractor shall provide Scientific, Technical, Administrative and Logistical Support Services (STALSS) as outlined in the Performance Work Statement (PWS). Key tasks include:

1. Support for forensic pathology investigations, including identifying decedents and determining cause and manner of death.
2. Assistance with DoD DNA Operations, including DNA typing services for human remains.
3. Administrative support functions through S-Staff which includes personnel management, operations/security, logistics, information management/IT, and resource management.
4. Development and implementation of a Quality Control Plan (QCP) to maintain standards set forth in the Quality Assurance Surveillance Plan (QASP).
5. Monthly status reports detailing work completed and deliverables due.
6. Preparation of a Contingency Operations Plan to ensure continued support during emergencies.
7. Compliance with training requirements for contractor personnel including health screenings and immunizations.

Period of Performance
The period of performance for the IDIQ contract will be five years from May 1, 2025, to April 30, 2030.

Place of Performance
The contract will be performed at AFMES located at Dover Air Force Base, Delaware.
