This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number and a statement that the solicitation is issued as a request for proposal (RFP). A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88, effective 16 May 2016. The associated NAICS code is 541519. This acquisition is for the renewal of the existing Indefinite Delivery Indefinite Quantity (IDIQ) services contract for Scientific Computing Support at the Food and Drug Administration (FDA). The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items, evaluation criteria is included in paragraph (a) of this provision. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. All questions regarding this solicitation shall be submitted no later than 10:00 a.m. Eastern Standard Time on June 3, 2016. Proposal due date and time is no later than 10:00 am Eastern Standard Time on June 20, 2016. Lost or late proposals will not be accepted.
