Description

This is a presolicitation notice IAW FAR Subpart 5.2

The Naval Research Laboratory (NRL) intends to issue a solicitation for Scientific and Engineering Support for Advanced Electronic Warfare. The scope of the contract provides for the investigation of current and innovative techniques to assess and improve the susceptibility of United States Navy ships and craft in maritime environments with various background conditions, including open-sea, littoral, shallow water, air, and terrain backgrounds. The technologies will primarily focus on radio frequency (RF) and electro-optical (EO)/infrared (IR)/laser techniques. They may also investigate innovative techniques such as ultraviolet, sub-millimeter wave, millimeter wave, acoustics, magnetic, and non-traditional technologies as identified. Tasking may include research, design, development, measurement support, engineering, prototype development, systems integration, analysis, modeling and simulation, fabrication services, project and financial management, and documentation. Tasking may also include laboratory and field experiment design, planning, preparation, execution, data analysis, data reduction, and report documentation.

It is anticipated that a single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract will be awarded with a five-year ordering period utilizing FAR Part 15. Task orders are expected to be issued on a Cost-Plus-Fixed-Fee (completion and/or term) basis. Contract award will be made based on best value to the Government through the tradeoff source selection process.

The proposed contract is a total small business set-aside. The North American Industry Classification System (NAICS) code for this procurement is 541715, with a Small Business Size Standard of 1,000 employees.

This is a pre-solicitation notice; no solicitation has been issued. Therefore, do not request a copy of the solicitation. To be eligible for award, Offerors must have an active registration in the SAM database. Offerors may obtain registration information at https://www.sam.gov. It is anticipated that the solicitation will be made available via SAM (https://www.sam.gov) by 02 June 2023. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the SAM website. Offerors are responsible for routinely checking the SAM website for solicitation amendments that may be issued. Email is the only form of communication that will be accepted. Please do not call.
