NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to solicit and negotiate with only one source IAW 10.U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1) responsible source. The Air Force Life Cycle Management Center (AFLCMC), Cyber/Netcentric Directorate of Contracting (HNCK) intends to purchase the following Proprietary COMSEC hardware and software upgrades to the Space COMSEC Engineering Facility (SCEF) Key Test Workstation identified in Table 1 from RT Logic, Inc. CAGE: 09SP4. The NAICS Code is 334220; the Small Business Size Standard is 750 employees.

AFLCMC/HNCK intends to award a firm-fixed price contract to award RT Logic, Inc. through the request for proposal (RFP). RT Logic, Inc. is the original equipment manufacturer (OEM). The requirement for this effort is to upgrade the current SCEF Key Test Workstation that is based on proprietary hardware and software. The SCEF Key Test Workstation is comprised of proprietary hardware (T500 and T501) and software from OEM. Parts and equipment must be provided from the OEM only. The Government only has limited data rights to the current SCEF Key Test Workstation hardware and software

Proposals for the required items are NOT being requested through this notice. A determination for other than full and open competition has been approved for this acquisition, No technical data/drawings/technical orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contracting Officer within 5 calendar days of this publication. Those interested firms must indicate whether they are a large, small, and small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned.
