The requirement for this effort is to upgrade the current SCEF Key Test Workstation that is based on proprietary hardware and software. The SCEF Key Test Workstation is comprised of proprietary hardware (T500 and T501) and software from original equipment manufacturer (OEM). Parts and equipment must be provided from the OEM only. The Government only has limited data rights to the current SCEF Key Test Workstation hardware and software.
As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any government assessments. This will include compatibility assessments with the current T500 and T501 hardware and software to ensure no replacement of the current hardware and software will be required but rather only upgrades.

Interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. The NAICS Code is 334220; the Small Business Size Standard is 750 employees.

CAPABILITIES PACKAGE: All interested parties who believe they can meet the requirements are invited to submit a capabilities package that explicitly describes their authorization and demonstrates their ability to perform the work specified herein. Responses are limited to 15, 8.5 X 11 inch, double-sided pages, included cover and administrative pages, and shall be delivered in Microsoft Word (Office 2007 or compatible format) using 11 point font or larger. Responses containing any propriety information must be encrypted.
