SCC Soft Computer Interface Installation for BD FACSLyric System

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Office of Purchasing and Contracts on behalf of The Department of Laboratory Medicine intends to award a fixed price contract for the installation and configuration of an instrument interface between the SCC Laboratory Information System (LIS) and the BD FACSLyric instrument already existing within the Clinical Center. The BD Lyric and FACSDuet are critical platforms for automated TBNK immunophenotyping used to guide patient treatment in active clinical protocols at the NIH. SOFT COMPUTER CONSULTANTS INC. (SCC) is the developer and sole provider of the SCC LIS currently in use within the Department of Laboratory Medicine (DLM) at NIH. Integration of the BD Lyric system with the existing LIS requires proprietary software customization and interface development that only SCC can provide. No other vendor can ensure compatibility, data integrity, or regulatory compliance for this installation. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government.
