AMD01 - The purpose of this amendment is to provide responses to questions received. Updates were made to the DD254, and Provision and Clause section of the RFP. No other documents have been changed. No further questions will be answered.

Background
The United States (U.S.) Navy leases commercial telecommunications services to augment Government-owned and operated telecommunications systems. Currently the Navy acquires Commercial Satellite Communications (COMSATCOM) services through the existing CBSP Satellite Services (CSSC) Contract. The CBSP delivers connectivity between Navy and Military Sealift Command (MSC) ships (and other terminals including air and ground) and Navy Designated Points of Presence (NDP) or MSC Designated Points of Presence (MDP). The CBSP provides satellite communication (SATCOM) services, monitors the integrity of the end-to-end system, enables bandwidth management to optimize the use of leased SATCOM capabilities, and accounts for security and information assurance (IA) requirements in support of Naval operations. Additionally, the CBSP mission is dynamic, with rapid resource alignment to support mobility requirements. As a separate effort, the Navy and MSC procure, install, and maintain the end user terminals.

Work Details
The CSSC II shall provide access to an end-to-end service capable of supporting approximately 400 simultaneous full period, full duplex, simplex, and simplex broadcast connections/modems between a NDP/MDP and the end user terminal through the means of space and terrestrial connectivity. Active CSSC II circuits are defined as end-to-end circuits that are currently terminating an end user to a NDP/MDP. Reserve CSSC II circuits are defined as end-to-end circuits that are not currently terminating an end user to a NDP/MDP but are available to support missions as directed by . Each CSSC II circuit will require a Government Furnished Equipment (GFE) modem at each CT. Circuits shall have the capability of operating as full duplex, simplex, symmetric, and asymmetric.
