U.S. Customs and Border Protection (CBP) intends to publish, on or about March 2, 2009, a request for proposals (RFP) to acquire program management support services for the Secure Border Initiative's (SBI) Program Management Office. The work includes but is not limited to the following functions and activities: Performance planning and metrics development and tracking. Budget and financial management support. Program control support. Planning and business operations support. Operational requirement development support. Logistics operation maintenance and facilities support. System engineering support. Architecture and systems design support. Environmental planning support. The objective of the procurement is to provide support in all aspects of planning, developing, revising, coordinating, managing and implementing programs, projects, and processes under the responsibility of the SBI Program Management Office. The term of the planned contract is one base year plus four additional one-year options. The NAICS code for this acquisition is 541611. CBP plans to issue the solicitation on an unrestricted basis utilizing FAR Part 15 - Contracting by Negotiation by procedures. Teaming to achieve aggressive small business subcontracting participation is strongly encouraged. This notice is not an RFP and is intended to provide advance planning information until the solicitation is formally released. After release of the RFP, CBP intends to host a Pre-Proposal Conference to address questions about the requirement and solicitation. It is incumbent upon industry to monitor the FEDBIZOPS web site at http://www.fedbizopps.gov for the solicitation release and all subsequent amendments.
