SBA - Loan File Review for Risk Oversight Support Servic - MRAS

The U.S. General Services Administration (GSA) is conducting market research on behalf of the Small Business Administration (SBA) to support the agency's efforts in loan file review and risk oversight activities. This initiative is part of SBA's broader mission to ensure the effective supervision and management of 7(a) Lenders and Certified Development Companies participating in the 7(a) and 504 Loan Programs. The Office of Capital Access (OCA), along with the Office of Credit Risk Management (OCRM), aims to enhance oversight capabilities through this contract, which will be executed under a firm-fixed-price agreement.

The primary work requested involves providing comprehensive file review services as part of SBA's risk oversight framework. Contractors will be engaged to conduct risk-based reviews, examinations, audits, increased supervision, or enforcement actions under OCRM's supervision. The scope includes furnishing all necessary labor and resources to achieve high-quality deliverables within specified timelines. The contractor will also provide access to a virtual data warehouse equipped with CRM and management workflow systems, facilitating efficient coordination and tracking processes.

Furthermore, contractors are expected to deliver technical assistance aligned with SBA's requirements while proposing detailed methodologies for review processes. This includes outlining strategies for coordination, tracking, follow-up actions, and implementing these methodologies across all designated tasks. Performance standards are set high for quality assurance purposes; hence contractors must ensure that their services meet or exceed these benchmarks as outlined in individual task orders.
