SBA - Auditing and Audit Leadership Training - MRAS

The General Services Administration (GSA), on behalf of the Small Business Administration (SBA), is conducting market research to identify potential vendors for providing training services. This initiative is part of the SBA's Office of Inspector General (OIG) efforts to enhance the competencies and skills of its auditing staff. The primary goal is to ensure that employees across various locations, from headquarters to Texas, have access to a comprehensive training curriculum that meets both Federal Acquisition Regulations and Government Auditing Standards. This will help employees fulfill their continuing professional education requirements and complete individual development plans effectively.

The work being requested involves delivering a series of standalone courses designed to enhance technical knowledge, communication, and leadership/team skills among SBA OIG staff. These courses will cover a range of topics critical for professional development, including Generally Accepted Government Auditing Standards (GAGAS), Inspection and Evaluation (I&E) standards, audit methods and techniques, critical thinking, technology tools like Excel, interpersonal communication, project management, strategic thinking, and more. The training aims to equip auditors with the necessary skills to make sound professional judgments and maintain competence in their roles.

Vendors are expected to provide courses such as "Assessing Controls in Performance Audits," "Audit Boot Camp," "Audit Evidence and Documentation," "Audit Interviews: Skills for Success," and "Contract Auditing." Each course has specific learning objectives tailored to enhance particular competencies within the auditing field. For example, the "Assessing Controls in Performance Audits" course focuses on understanding controls related to risks and processes while preparing clear audit objectives. The "Audit Boot Camp" offers foundational knowledge essential for new auditors covering topics like audit standards and phases.

The contractor selected will be responsible for delivering these trainings at a proficiency level suitable for various grades and positions within the SBA OIG staff. Payment for these services will be made using Government Purchase Cards or Orders on an as-needed basis. By providing these educational opportunities, the SBA aims to uphold high standards of auditing practice within its organization while supporting employee growth through structured learning experiences.
