The United States Department of Commerce (DOC), Office of the Secretary (OS), intends to award a firm fixed price purchase order on a sole source basis with Sayari Analytics LLC, for the procurement of Sayari Graph database platform access. The portal will allow DOC to obtain information from proprietary Sayari Graph, unlocking millions of records, previously unsearchable due to difficulty in accessing hard target foreign government databases across dozens of languages and jurisdictions. This product will allow DOC to obtain information on full corporate network hierarchies to reveal the true UBO of a company and the full subsidiary structure beneath it, supported by industry-leading machine translation in critical languages like Arabic, Chinese, Farsi and Russian. The database will allow DOC to obtain official public records data from over 180 countries and focus on APAC, Eastern Europe, Latin America, the Middle East, and offshore financial centers. This information will assist in identifying possible diversion and transshipment networks and violations of export controls, as well as supporting law enforcement actions and increasing compliance. Sayari Graph is the first purpose build platform for navigating the complexity of global commerce relationships, allowing for a complete picture of customers, vendors and third parties, all while maintaining provenance back to primary source documents.

Market research has been performed and Sayari Analytics LLC has been identified as the only source that can meet all the requirements. Sayari Analytics LLC is uniquely qualified as they provide access to the information from 180 countries with machine translation of critical languages.
