Savannah River National Laboratory Management and Operating (M&O) Contract - Pre-solicitation Notice   4

Background
The U.S. Department of Energy Office of Environmental Management is anticipating the issuance of a Final Request for Proposal for a new, standalone Management and Operating (M&O) contract for the operations of Savannah River National Laboratory (SRNL) located at the Savannah River Site in South Carolina. The purpose is to position SRNL for an enduring mission and to maximize its potential as a National Laboratory to benefit the Department, the American scientific discovery and innovation ecosystem, the local communities near the Laboratory, and the American taxpayer at large.

The establishment of a separate EM-managed M&O contract for SRNL is expected to enhance the ability of the Laboratory to pursue its enduring mission by focusing on research and development (R&D) missions, increasing flexibility to pursue more diversified R&D projects, and attracting additional expertise in the operation of R&D facilities.

Work Details
SRNL is a government-owned, contractor-operated multi-program National Laboratory that operates as a Federally Funded Research and Development Center. It performs a wide spectrum of R&D activities ranging from basic science to applied research to support cleanup activities across the DOE complex. The Laboratory also performs national security, nonproliferation, homeland security, and energy security missions for DOE and other federal agencies.

The procurement will be 100% full and open competition without intending to acquire a commercial item or service using Part 12. The North American Industry Classification System code for this requirement is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a small business size standard of 1,000 employees.

Place of Performance
The principal place of performance will be at SRNL, which is located at Savannah River Site (SRS) near Aiken, South Carolina.
