This is a SOURCES SOUGHT Notice to determine the capabilities of both small AND large business firms. Small firms interested in performing this work are strongly urged to respond to this Notice. Two or more small firms capable of performing this work will help to guide the acquisition strategy and influence potential set-aside. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB).

No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments.

PROJECT DESCRIPTION:

The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide rental equipment which will be used to support the lifting of the end-of-life cycle spare gates located in the bottom of Lake Nicolet. The equipment shall be equipped with precise synchronous control with a heavy lifting capacity to include an economical, compact, and reliable footprint. The equipment shall be capable of operating on engineered designed barge and have the lifting capacity of 600,000 lbs. combined.

The expected rental equipment is as follows:

Strand jack 700 kN 15, 7 mm x 4

HPU strand jack 7.5 kW electric x 4

Smartbox strand jack jackup

Strand dispenser

Lifting unit integrated strand jack lifting unit x 4

Mobile office single wide, 8' x 20', with electric climate control and lifting points

Generator towable, 20-25 kW, three phase 480V/240V/208V and lifting points

Generator towable, 80-120 kW, three phase 480V/240V/208V and single phase 240V/120V

Training at contractor location

On-site training

Delivery/pickup

The contract is expected to be solicited during the second calendar quarter of 2024.

The North American Industrial Classification System (NAICS) code is 532490, which has a small business size standard of $40 million.

SURVEY:

The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Form. In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the information attached to this Sources Sought. Respondents will not be contacted regarding their submission or information gathered as a result of the Sources Sought.
