SATPAQ V2 Satellite Communicators

Background
The contract is for the procurement of 3 SATPAQ 2.0 units and the annual service for each unit. The units are required to be capable of two-way satellite text/media messaging through an interface with Android ATAK devices. Additionally, the system should be capable of transmitting data via commercial Low Probability of Exploitation (LPE) methods, have its own internal battery, and access appropriate satellite constellations for specific coverage footprints.

Work Details
The contractor is required to provide a system capable of two-way satellite messaging for both media (digital picture) and text messages, with the ability to report GPS-derived location when selected by the user. The system should also be able to interface with an Android ATAK configured device. It must be capable of transmitting data via commercial Low Probability of Exploitation (LPE) methods, use commercially available methods for encryption of data, and contain its own internal battery that does not require it to be plugged into an outlet for normal operation. The system should have a form factor comparable to a smartphone and be able to access appropriate satellite constellations for specific coverage footprints.

Period of Performance
The period of performance is for a total of 4 years for 3 devices.
