SATPAQ V2 Satellite Communicators

Background
This posting is serving as a sources sought to ascertain if there are any vendors that are capable of procuring and supplying the 563 OSS at DMAFB with SATPAQ v. 2 communication devices. This posting in no way binds the USAF into a contract at this time.

Work Details
The contractor shall provide 3 SATPAQ 2.0 units and the annual service for each unit. Each SATPAQ 2.0 shall be capable of two‐way satellite text/media messaging through an interface with Android ATAK devices. The system shall be capable of transmitting data via commercial Low Probability of Exploitation (LPE) methods that reduce the electromagnetic signature of the operator while utilizing the device. The system shall use commercially available methods for encryption of data to protect it from exploitation.
The system shall contain its own internal battery that does not require it to be plugged in to an outlet for normal operation of its messaging services.
The system shall be able to access the appropriate satellite constellations that have corresponding coverage footprints for the EUCOM, CENTCOM, and INDOPACOM AORs, with the AFRICOM AOR as a future operating capability.
The annual subscription service shall be able to provide uninterrupted access/service to the messaging servers, and allow for multiple users to connect to the same server so they may share information to a common conversation/message thread.
The messaging server shall be able to record and display historic messages from all users. The contractor shall be prepared to provide the annual service for a total of 4 years for 3x devices.
