All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

EielsonAir Force Base anticipates a requirement that is being considered under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code is 517111. The size standard for this NAICS is 1,500 employees.

The requirement is to provide: Satellite TV In Accordance With (IAW) the attached PWS (Performance Work Statement).

Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.

All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort.

Also indicate if you are the manufacturer or provide the name and size of the manufacturer of the product(s) you will be supplying. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort.

Background
Eielson Air Force Base is seeking to establish a contract for satellite television services at the Gold Rush Inn, which is part of their mission to provide quality accommodations for personnel. The requirement is being considered under a small business set-aside program, with the goal of enhancing guest experience through high-definition television services.

Work Details
The contractor shall provide commercial high-definition (HD) television services to 252 guest rooms and common areas at the Gold Rush Inn. This includes:
- Furnishing, installing, and maintaining a centralized headend system integrated into the existing coaxial distribution infrastructure.
- Providing a commercial television programming package that includes:
- A base tier equivalent to or exceeding the 'DISH America’s Top 120' package.
- High-Definition (HD) programming for all channels broadcasted in HD.
- Local network affiliates including ABC, CBS, NBC, FOX, and PBS.
- Capability to add additional channels in the future without replacing the headend system.
- Ensuring performance standards such as:
- Maintaining signal strength between 0 dBmV and +10 dBmV at each television outlet.
- Headend output levels around 45 dBmV per channel before distribution.
- Providing stable HD picture quality free from visible tiling, freezing, pixelation, or audio dropouts.
- Comprehensive maintenance and support including remote monitoring capabilities, customer support during business hours, emergency support for major outages with a response time of 24 hours, and troubleshooting for minor outages affecting individual rooms.
