Satellite Communications as a Managed Service (SATaaMS)

Background
The United States Space Force, through its Space Systems Command Commercial Service Office, is seeking industry feedback and recommendations for the Satellite Communications as a Managed Service (SATaaMS) initiative.

The goal of this contract is to establish a highly reliable and secure communication network that provides worldwide coverage for the Army, ensuring uninterrupted data transfer and voice communication for warfighters.

The agency aims to gather insights to assist in developing a potential acquisition strategy, although there are currently no firm plans to issue a Request For Proposal or Request For Quote related to this notice.

Work Details
The contractor will be responsible for providing satellite communications services that include:

1. Terminal Equipment Requirements: Support VPN connections from terminal to commercial data center; operate within environmental conditions of -20C to 50C; withstand wind speeds up to 30 mph; maintain a maximum terminal size of 1.3 meters; provide power requirements of 100-240 VAC at 50-60 Hz; and ensure UPS runtime of 20 minutes.

2. Deliverables: Terminal Safety Assessment Report due within 15 days of contract award; training materials including operator training, installation training, and O&M training; development of Interactive Electronic Technical Manuals (IETM); and monthly status reports addressing performance objectives.

3. Performance Standards: Achieve operational availability for transponded bandwidth of 99.999% over each 30-day period; provide near real-time spectrum monitoring data accessible via a secure web interface; ensure timely reporting and geo-location of EMI/RFI incidents; maintain English-speaking technicians available 24/7 for support.
