NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD

The National Oceanic and Atmospheric Administration's (NOAA) Acquisition and Grants Office, on behalf of the Workforce Violence Prevention and Response Program, intends to negotiate a sole source contract with the Rape, Abuse & Incest National Network (RAINN) for sexual assault and sexual harassment support services. Support services shall be as described in the attached performance work statement.

The sole source award shall be negotiated and awarded in accordance with procedures established within FAR Subpart 13.5. As such, the authority to award the contract on a sole source basis is 41 U.S. Code 1901. RAINN is the sole source capable of providing the breadth and depth of the required highly specialized services.

Although this is not a request for competitive quotes or offers, interested parties may identify their interest and capability to meet the requirements of the attached performance work statement in writing before the response date for this notice. Capability information shall be clear and specific in terms of demonstrating the offeror's ability to meet the Government's requirement. Any prospective offeror must be registered in the System for Award Management to be eligible for award. The Government will not respond to oral requests for information or responses to this notice.

THIS NOTICE OF INTENT IS FOR INFORMATIONAL PURPOSES ONLY; IT IS NOT A REQUEST FOR QUOTES OR OFFERS. THE GOVERNMENT WILL PROVIDE NO COMPENSATION FOR RESPONSES PREPARED/SUBMITTED IN RESPONSE TO THIS NOTICE. A DETERMINATION TO COMPETE OR NOT COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
