This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is CO323-24 and this solicitation is issued as a Request For Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-06. The North American Industry Classification System code is 513210 Software Publishers. This requirement is unrestricted. UNICOR, Federal Prison Industries, Inc., intends to enter into a one (1) base year of twelve (12) months and three (3) twelve (12) month option years if exercised, indefinite delivery/indefinite quantity fixed price type contract.

The specific requirement is for software, licensing, and maintenance support for SAP S/4 HANA enterprise software. The justification for other than full and open competition cites that market research indicates other companies’ similar products do not meet or cannot be modified to meet the FPI’s need. The agency will post a Request for Proposal at Point of Entry www.sam.gov in accordance with 5.201. SAP was previously on a purchase order, and market research determined that SAP has one reseller available.
